Emergency Procedure
SCOPE
To set up a response and communication system this shall complement the company’s emergency plan and encompass all types of incident / accident situations.
PURPOSE
To define and detail the methods of communications and co-ordinations those measures necessary to ensure an efficient, timely and appropriate response to each and every emergency.
RESPONSIBILITIES
- All Project Personnel must take immediate actions to protect all personnel in the area in accordance with accepted safety polices and must report any incident or accident either to his immediate supervisor or directly to the Safety Department.
- All Supervisors are responsible for the safety and well-being of all personnel in their charge and to this end shall take the action necessary to minimize or eliminate hazards or to evacuate the risk area as appropriate. In the event of an incident / accident the supervisor shall immediately inform the Safety Department.
- Sub-Contractor Safety officers are responsible, on receiving a call for assistance, for informing the Thermo Safety Officer of the nature of the incident / accident along with the locations details, and then proceeding to the scene.
- Security Officer is responsible for mobilizing company personnel as necessary to ensure that unrestricted access to and from the incident’s locations is made available to all assisting services, and that the area is kept clear of non-essential personnel
- TARKEEB Safety Officer will attend each and every incident in his area, establish a safe environment and make the necessary calls for assistance. He is also responsible for ensuring that assistance is made available to each and very incident and that the response
- is appropriate and adequate for the type of incident. He shall ensure that the client’s Field Safety Manger is kept informed of all Developments.
- Client’s Field Safety Officer shall ensure that all field information is made available to the company
- Project Manager.
PROCEDURE
Area/Supervisor/Foreman
a) After being informed of or becoming aware of an incident, the Supervisor or Foreman shall take immediate charge of the situation, inform the Safety Department and remain at the scene until arrival of the assisting services.
b) He will ensure that all personnel are accounted for in the area and inform the Safety Department of any possible discrepancy in numbers.
c) He will assist as necessary at the scene of the incident.
Sub-Contractors Safety Officer
The sub-Contractor Safety Officer shall:
a) Inform the Orama Contracting LLC Safety Officer of the details of the occurrence, if possible.
b) Proceed directly to the incident location, bearing in mind wind direction, assess and report back on the circumstances
c) Liaise with the area Supervisors/Foreman to establish a plan of action, keeping the Orama Contracting LLC Safety Officer apprised of the situation at all times.
Security Officer
The Security Officer shall:
a) Shall contact all security personnel and place them on alert
b) Proceed to the incident location and confer with the Safety Officer identify any problem areas.
c) Arrange for signs, warning notices, traffic cones and the manpower necessary to monitor the movement of equipment/vehicles.
d) Update the Orama Contracting LLC Safety office on a regular basis.
ORAMA Safety Officer
The ORAMA Officer shall:
a) Ensure mobilization of the safety, fire, medical and security services and direct each as applicable to the type of incident.
b) Inform the client’s Safety Officer to the action taken and keep him informed of developments.
c) Co-ordinate and liaise with company representatives at the incident location.
d) Where necessary, proceed to the incident area and take personal charge.
e) Institute investigation procedures as soon as possible and follow up the conditions / progress of any injured personnel
Company Site Project Manager
The Company Site Project Manager
a) Liaise and co-ordinate with senior client representatives and be solely responsible for the issuance of information to any outside agencies.
b) Keep the company senior management informed as necessary.
First – Aide Site
This clause is only applicable to projects with first-aid sites.
a) All minor injuries and ailments shall be treated at the first-aid sites.
b) The first-aid site shall arrange for transportation of any injured person to an outside medical facility as directed by the ORAMA Safety Officer.
c) The medical staff shall identify the injured person’s name, position, company and nationality and inform the ORAMA Safety officer immediately.

EMERGENCY CATEGORIZATION
The company has adopted the following method of separating degrees of incident severity:
Category 3 – is a minor incident described as emergency conditions possibly involving an injury or damage to plant that can be effectively handled by personnel on the scene. In most cases, the emergency will be over before the reports reach site management. Examples of this category include:
a) Small Fire
b) Small flammable liquid spill
c) Small hazardous chemical leak
Category 2 – is a serious incident described as an emergency conditions which may involve serious injury, death or serious damage to plant and equipment which is beyond the resources of personnel on scene to remedy but can be handled effectively by the site emergency services (if available). Included in this category are: a)Fire b)Explosion with minor knock-on effects c)Serious but confinable spill
Category 1 – is classified as a disaster and described as a conditions which escalates beyond the immediate resources of the site emergency services and external assisting services, which involves or threatens large scale injury, death or damage to the civil population. Included in this category are a disastrous fires and explosions.
